control measures for stopping unwanted access to town /city centre scaffolding

Posted By S6 OWL a question for any one with knowledge of scaffolding.
Can anyone advise of control measures that can be taken for stopping unauthorised access to scaffolding in town centres during unmanned hoiurs/weekends. I have though of the usual ,ie remove ladders ,sheet out the bottom sections etc.just a bit of revision for next weeks diploma c exams .Thanks in anticipation for your answers. Regards S6 Owl
