Would you let a guy use a protable scaffold tower without formal training?
We have completed the RA and thorough MS, and the guy has previous experience of this. The work needs to start ASAP and training is not available for 4 weeks!!

you need to clarify if the operative will "Use" the tower or "Erect and Use" the tower.

Although the Hire Company have offered comprehensive instructions - my preference is that the erector is qualified.

person erecting the should be trained and competent (recommend PASMA). I will probably be shot down here however; it used to be acceptable for the tower to be erected under the direct supervision of a competent person. Pointless exercise as it takes two to put the thing up (1 building and one doing the donkey work). WAH Regs have thrown so many spanners in the works that I certainly would not allow it to be built by any other than a trained, competent person.
Your operative who works off the tower will only need basic training (i.e. visual checks, reporting damage, etc).

Posted By Henry 90+3!! The problem is that the tower is to be erected and dismatled every night for two weeks. The hire co. have said they would give written instructions but wouldnt be available every night!

in that case your operatives need to be trained. Training for these towers is not restricted to putting them up but also covers safe dismantling. Unless there is a "secure" area where you can store the tower still erected, you will need to arrange training.

Posted By garyh Depending on how big and complex this scaffold is, the training may be a short exercise done by the contractor. I would get some sort of signed doc from them deeming the guy to be competent. Presumably you are only going to train the guy to to erect and dismantle one simple scaffold in one situation.
At the end of the day the training needs to be sufficient and suitable; there is a lot of discretion there. You need to be happy that it is so and be able to demonstrate it.

The problem has been solved - the engineer has agreed to delay the work untill after adequate training has been provided.
Its good to have this advice as backup when challenging engineers about safety issues!
