A client is developing a small block of flats, what competency etc, should we be looking for from scaffold companies.

Your clients Planning Superviser / Coordinator should be able to point him in the right direction

thats one of the things what they [PS/CO] get paid lots of £ for

Otherwise search the web for one of the scaffolding groups /associations etc

Indeed; the PS & PC should know what is required. Carry out assessment and be satisfied they meet minimum criteria for the project.
