Posted By Innes Gray I am looking for some pointers with this problem I have a pillar bolted to the floor and standing 2MT tall Of which there are 2 swinging arms that are moved into position then clamped so that they don’t move. From the floor there is a Jacking table that lifts a Fixture that is then bolted to the one of the arms of the Pillar. We then run tests on the unit these tests are electrical in nature so require a few test leads fitted to unit under test. As there are no lifting movements carried out by the pillar and the test unit is fixed (bolted to pillar arm) I don’t think it would be covered by LOWER But I think I should have a SWL marked on the pillar and it load tested then Examined and reported on under PUWER If I can’t Ascertain the SWL through going back to the people that installed the pillar It may be a suck it and see job. Find the max load it will be carrying add 25 % to get a total that would be the SWL then Test the pillar at that weight please note my standard when load testing is load + 50 % not the usual. Also MAX load is some where around 125KG Please note I am not looking for comments about Risk Assessments ect what I am looking for is clarification on the LOWER aspect and if the pillar would be classed as part of the fabric of the building

Posted By David A Cooper My initial view is that it is covered by LOLER, it appears no different than a building that uses its structure to support a overhead crane and it also appears to lift.

Posted By Chas In my view and from my understanding of your query I think the jacking table would be covered under LOLER as it is clearly lifting equipment. The pillar itself (if separate) would not be covered under LOLER. It would however be covered under PUWER and require a SWL marking as you suggest.
