It depends on the document and its use. I regularly pass guidance on and we also post it on our intranet for use. As long as you do not charge for it and acknowledge the source you can send these documents to others!!

you are of course right - and without checking I am guessing that the document mentioned was a copyright protected document as it is sold by HSE - although it may be that the document states that it may be reissued and copied free of charge. If not beware.

If something is out of print (as this is) and recognised by the HSE as such (and also recognised by them to be not worth reprinting), then can you still breach copyright?

And if it is not for gain, does anybody care?
