Hi Sean,
there is a scheme in Northern Ireland called "Safe-T-Certificate". It is an independent third party accreditation scheme for contractors health and safety management systems.

Many of the larger construction clients, including Government Departments, insist that construction / civil engineering contractors must produce evidence of third party accreditation of their H&S management schemes as part of the tender / contract qualification criteria.

This scheme is also a requirement under the "Buildsafe NI Initiative". This is promoted by the HSENI, construction industry and clients groups aimed at reducing serious accidents on construction projects.

TUV are an international organisation that audit across a number of management specifications including quality, security and safety.

To pick up on Pat's comment;

Third party auditing of safety management systems is a government construction client pre-qualification requirement and while Safe T Cert is recognised as one of many schemes that offer 3rd party audits it is not the preferred or required option. Government procurement processes do not permit such favour.
