Hi, Am after guidance as to who is responsible for requesting risk assessment and method statements from delivery companies for delivery of equipment to construction sites. Is it
A) The client who has instructed an equipment delivery to the site whilst the site is under principle contractor control
or
B) The principal contractor as the site is under there control.

Hi Steve - principal contractor.

Planning Supervisor should have covered it for the client but they would just say that the principal contractor should review working arrangements, risk assessments.

The PC should have some arrangements in place to ensure that they retain control of personnel onto site (ie when the client holds keys and brings their own contractors for maintenance). As far as possible these needs should be identified and areas segregated as far as possible, if this isn't possible then they should be requesting the client's contractor to arrange their contractors' RA/MS. This can be difficult but it is important to ensure that the client understands the PC's responsibilities.

If the PC is managing the site then they have to vet all activities being carried out on the site by all contractors (irrespective if they are subcontracted to them or not, such as utility companies). In your case I would expect that if the lift is being carried out for the client then the client is responsible either producing the lifting study or ensuring the HIAB company carrying out the lift supply one for the PC to check the adequacey and coordinate the activity in relation to other site activities. The PC will not generate the lifting studies unless the lift is for or by them.
