One full-time Health and Safety Manager for a group of companies - or a single part-time manager at

Posted By srd What are the arguments for and against having a full-time Health and Safety Manager to cover a group of companies, or having a person at each company site looking after health and safety part-time in addition to their normal job?
The group of companies are all basically carrying out similar operations over 4 different sites and within a 50 mile radius.
I'm trying to persuade the board to go for the former.

Posted By Raymond Rapp The decision partly depends on the distance between sites, number of employees and the nature of the activities. That said, it would seem best to have a H&S Manager and each site to have either a safety adviser or co-ordinator.

Posted By srd The two sites furthest away from each other are around 40 miles apart. The 4 sites employ between 40 and 600 people each.
I'm trying to persuade management to go for one full time group health and safety officer, along with a health and safety co-ordinator at each site.
The co-ordinators would be the eyes and ears on the ground for the group officer - monitoring activities, reporting any breaches to the officer, and dealing with straighforward matters within their competence levels.
The group officer would manage and support the co-ordinators, dealing with more serious matters, keeping them up to date with H&S issues and law changes, and monitoring and auditing.
My argument for this is that this reduces a lot of duplication compared to one officer at each site, it also should result in a greater consistency over the sites.
Any suggestions please?

I would have thought that with several hundred employees there is ample scope for a H&S Manager to oversee the operations and delegate to sub-ordinate people in each location.
Apart from co-ordinating, someone has to take responsibility to ensure all locations are working to the same standards, policies and compliance with legislation. The ultimate responsibility lies with a senior manager, but even he must delegate to someone with a commensurate competence and authority.
