Hi
Would a roofing contractor removing asbestos tiles from a domestic property need to register as a producer under the Hazardous waste regulations?
If yes, does he need to register the individual property, or can he register once generally as a producer working in various locations?
Any advice welcomed

If a person produces more than 200kg of HW then they must register and get a premises code from the EA however private domestic householders are exempt. (£18 if you do it online)
If the roofer produces more than 200kg of HW in his own right then he must register as a 'Mobile producer' but this is generally for road sweepers and the like.
What you can do is enter an 'exemption code' which you can make up yourself it should take the form of 'EXE???' and the last 3 digits you can make yourself and this would signify to the landfill site that the person is exempt from registering

Only certain premises are exempt if they produce less than 200kg of hazardous waste. If you are not one of those type of premises then you must register, however little hazardous waste you produce. The types are:
(a) offices;*
(b) shops;*
(c) agricultural premises;
(d) household premises;**
(e) premises from where waste electrical and electronic equipment is collected;
(f) dentists, vets or other medical practices; and
(g) ships.”
Household premises include things such as prisons, schools etc. However, as a mobile business you will need to register as a registered waste carrier and a producer of hazardous waste as the asbestos is not your own. If you were doing this job on your own house there would be no need to register, as a contractor you must do so. The Environment Agency website has some very good information on this and it only costs about £18.00 to register online as a producer. Have a look for leaflet No HWR07 for advice on being a mobile producer.

I know mate if you are a 'private domestic property'you are exempt as are ships and there are specific premises codes for these.
