I would like to hear members opinions on the wearing of harness's whilst in a MEWP ( cherry picker ) - is it mandatory within your organisation.
Also climbing out of a cherry picker (at height) do you allow this.

All clients I deal with now seem to have a standard rule that harnesses are worn at all times. Climbing out is not allowed unless a separate risk assessment & strict controls have been completed, but it is not normal practice.

Work at Height Regs, mitigation from the risk of a fall, wear your harness at all times...

From my experience it is advised by the HSE to wear harness and a fixed short lanyard, to prevent climbing out of the cage, and to avoid being thrown from the cage in the event of a roll over.
In our company the above is compulsory.

If memory serves me correct it is a requirement of the British Standard that a harness is worn. Climbing out of the basket should only be done after a complete and full risk assessmenthas been conducted as to why, alternatives etc.
I cannot imagine a current CPCS, IPAF course being conducted without operatives being told they must wear a harness

One of the major risks with MEWPs is being thrown out either whilst in motion over uneven ground or when it is hit by another vehicle. In order to prevent this a full body harness with restraint lanyard should be worn and used whenever these risks are present. If the MEWP is to be used over water then a harness and lanyard is not recommended, instead a suiable flotation device (life jacket) should be worn.
The restraint lanyard is not a fall arrest lanyard which should not be used. It should allow full use of the MEWP but prevent operators from getting into a position where they can fall.
Climbing out of a MEWP at height is generaly not allowed.
