Can anybody advice me or refer me to any guide on how to develop a safety audit procedure for a training facility of 300 people.

Suggest that you define what you want to audit, and to what level of detail.

For instance do you want to look at Fire safety, or Ergonomics, or DSE and training equipment, Welfare and so on.

If you have a "blank sheet", I would start with fire & emergency.
