Any large warehouse operators out there?

In order to access high level pallet racking so we can scan bar-codes at twice yearly stock taking, we use a cage securely fastened to a high reach fork lift. All tilt and mast controls on the truck are blanked off, the cage occupant wears a hard hat, both are trained and experienced. The cage occupant may need to reach out to arms length.

Should we also use a full body harness, a belt type restraint or fall arrest equipment?

Your comments would be appreciated.

I have included the HSE link (PM 28, 3rd edition) that takes into consideration the amended WAH regulations and sets out to detail what is required for the operation you describe.

Further to the previous response you should consider whether or not this practice is acceptable at all.

Work platforms are now entirely banned in certain EU states and can therefore no longer carry a CE mark. For use in the UK they can only be used in strict accordance with PM28 in exceptional circumstances.

I believe it is clear from PM28 that regular planned stocktaking, however infrequent, is not considered to be be exceptional.

Thanks for the information on PM28.

From the lack of replies either everyone in the warehouse industry complies with it and uses MEWP's for their stock taking activities or we are not alone using non integrated work platforms such as cages attached to fork lifts.

If anyone has an example of their risk assessment relating to this activity, would they mind sharing it with me?
