Please excuse me if this matter has been previously discussed.
I recently received a publication from HSE Books. In the delivery package there was a leaflet, "Working with asbestos", detailing various publications available for interested parties to purchase.
In the middle page of the leaflet, there was a classic illustration. An electrician or fire service engineer was standing on the top step of a step ladder with the top half of his body well inside the ceiling void above the suspended ceiling. To make things worse, the operative was wearing trainers, not safety footwear.
In these days where safety advisers are constantly being asked by Clients whether or not step ladders can be used, and the contensious issue of HSE Inspectors interpretation of the use of step ladders, I find it incredilious that such an illustration appeared in the leaflet. Lets hope Clients do not have sight of the leaflet, as advising them to use alternative means of access instead of step ladders may become a little difficult.
The illustration would also interest the Humberside Fire & Rescue Service regarding fixing of home fire detectors.

I recently used an illustration from the WAH HSE webpage which shows someone working safely from a stepladder using a drill. But a colleague pointed out that the driller has no eye protection - I was concentrating on the steps issue and had missed that, as apparently had HSE!

I do have a photo on file of a guy on a stepladder drilling holes in the ceiling. He is wearing eye protection.

Difference is that the step ladder is in the middle of a swimming pool and his clothes are wet up to the waist level.

I received my shiny new CDM ACOP this morning and enclosed was the Asbestos leaflet. The electrician on the steps is the best one i have seen for a while, nice trainers as well.
On a serious note what message does it send to contractors when they see HSE publications with appalling bad practice in them. I just know some gobby electrician will see this leaflet and claim the "HSE say it's fine for me to balance on the top rung in my gucci trainers mate". more to the point what about the legal position imagine the leaflet appearing in front of a man in a wig??
