I was told that there is a triangular symbol, with a number shown inside, marked on the bottom of plastic distilled water bottles. If the number shown is 4 or below, the bottles cannot be reused due to hygiene/health hazard and therefore should be better flow away after used. When the number shown is 5 or above, the bottle can be reused as the material will not be easily decomposed to release carcinogenic substances. Please let me know whether it is true.

Oooh. The moulded-in symbol indicates what type of plastic the botle is made of. This is for recycling purposes so that the bloke on the conveyor can throw it into the appropriate bin.
However, if you are talking eye wash bottles then they should not be "refilled" You can't gaurantee sterility.
Once used, even if only partially, they should be emptied, discarded (recycled) and replaced by new.
