I am after the most up to date proposals. Would anyone be able to direct me to a HSC/HSE/LA link that would show time frames and any changes to areas of responsibility?

Nothing definite has been decided re which areas to move from HSE to LAs as yet. We were expecting to acquire Motor Vehicle Repair, but no further info has been forthcoming.
However, flexible warrants have been piloted in several Local Authorities, meaning that officers from either the LA or HSE can intervene in dangerous situations observed on the other's turf, so to speak, rather than having to return to the office and pass the buck. http://www.hse.gov.uk/ab...gs/hela/111006/h2-04.pdf

As far as I am lead to believe the 'working together to improve plan etc' will be directed at the private sector
talking to a number of smaller builders as part of a study programme recently they stated that when they do work for councils they do not bother to much re H&S as nobody checks up properly but when they work for private companies they have everything in place
they said that most councils have got rid of their CoW's so there's few people left to ensure adequate H&S and all councils want is the lowest prices
Again it appears to be a situation re 'do as I say but not as I do' as even the government departments are so undermanned its tearful - especially so as the law says that you should adequately resource

I cant even get my local EHOs to answer the telephone; I suspect it would be better to hand the full responsibility over to an upgraded HSE.

Upgraded ?
They are busy being downgraded at the moment.
In some cases no inspections are being done because no money is allocated for transport costs....
The amount of inspectors is falling, rapidly.
The amount of inspections is falling too, although you wouldn't notice if they stopped.
"don't make waves" is the advice.....
Meanwhile, construction accidents are on the rise....no coincidence though.....I understand that the H&S info line is being offshored too soon.....
