Accepting that 18001 does not demand a legal register but it is certainly expected by 3rd party bodies, what should be the format. Ours currently summarises what people believe the pertinent bits of the various legislation to be and as a consequence is a complete pain to update.

I do not see the need to summarise each piece of legislation or key points. Why not just have a matrix? Legislation down one side and then references for your relevant standard/procedure down the other. This saves constantly changing dates etc. in loads of different documents.
Standards/procedures are the practical way to show how the risk is managed. I am not a fan of regurgitating Regs into documents in detail. Isn't that why we are employed by people; to advise them on practical ways to meet their duties, not to re-write legal documents?
Business risk assessment will identify the main risks to manage. You can then check that you comply with what is needed.
