I have just been asked by an employee if a pallet collapses while being transported by a FLT would this be a riddor reportable dangerous occurrence under 'load bearing parts'? (He has just done IOSH 4 day managing safely)
I dont think it is from memory but unfortunately I cannot check as all my acops etc are locked in my cupboards and I have forgotton my cupboard keys!

No it is not reportable.
Dangerous occurrences as defined by the Regulations:-
"collapse, overturning or failure of load bearing parts of lifts and lifting equipment"
It does not come into that category as far as I can see as it is not lifting equipment that collapsed/failed/gave way.

Initially would have gone with Philippe but think it's a grey area would phone HSE helpline to inquire.
If the pallet collapsed on the ground i would say no. However, on the FLT wouldn't it become part of the lifting equipment?

That's the grey area. You could consider it to be part of the load and the also as lifting equipment.
Is a sling part of the load or the lifting gear?

Nice question, My view is slings are part of lifting equipment as they need to be tested and certified as lifting tackle. Pallets are not lifting tackle so are not classed as part of the lifting system, they are part of the load. Easy really.
