Posted By rks Under the new CDM regs 2007 as principal contractor should we as principal contractor ensure the competence of the co-ordinator as them being part of a professional body?
I think that I read this in the draft regs but am going through the statutory instrument and am struggling to see it.
Any assistance would be much appreciated.

Posted By Lee Mac Check out Appendix 5 of the AcoP- it deals with this indepth for larger or more complex projects. Regarding the membership issue- these are given as examples of attainment rather than definitive requirements.
The requirements are that a CDMc produces enough evidence to show that they are competent in the design & construction process, H&S and of course experienced.
Hope this helps.

No - the client is responsible for the competence of the co-ordinator not the PC, unless of course the PC is undertaking the role as well. But then the client would of course ensure the PC is competent for both roles.
Also please bear in mind that in most situations the co-ordinator is an organisation and thus professional bodies are largely, but not totally, irrelevant to corporate competence. We really do need to switch our mindset to the fact that the co-ordinator role is not intended by the HSE to be an individual person except perhaps on small non-complex jobs.
The PC competence assessment requirements under regulation 4 relates to his own employees, his own organisation and that of the contractors he employs via a contract of work etc.
May I again remind all our readers of the IOSH Midland Branch Conference on May 8th at the National Motorcycle Museum where all this and more will be up for discussion. Ring Helen Lambert on 0870 839 7344 for details and booking.
