Posted By N Goodwin This question has probably been dealt with before but regarding the new CDM regs: How many duties can one person discharge? As a project co-ordinator I am being asked to fill the roles of Client, CDM co-ordinator and Designer.
Also Can a person take on the role of Principle contractor if they are not a contractor and do not carry out construction work.

No I am not a developer.
I work for a manufacturing company who wish to project manange a construction project in-house (i.e. appoint designers, a CDM co-ordinator and a principle contractor, whose only duty will be to site supervise the construction phase, from within the company and contract out the construction to a number of different companies)

You can't be the Client; you can act as their agent, but the company which is asking for the development is automatically the Client,

Posted By Robert. Still the same remit, I reckon, and all applicable if notifiable. Is it? Your Co should address areas of competence expectations though. From what you have written it would appear that you may have adequate in house levels of competence to over- see and manage a construction. But is there also the neccessary experience? If it were me and it was notifiable, I would appoint a PC, you coordinate, design and approve through the in-house team. One point though-------from the safety management point of view. Are there sufficient "skills" in-house that would address that issue? If all self appointed then you may well receive visits from HSE if you decide to notify. Good luck.

Thanks for the advice. I think we have the in-house competence to fulfil the roles of designer and CDM co-ordinator but not PC.
What about my second question?

Posted By Robert. 2nd question ---------I reckon--------yes, providing the PC has the neccessary experience and competence to manage / construct whatever it it is that is being construced. CDM 07 is not just only about bricks and mortar!!

The Client can fulfil any CDM role for which they are competent.
However, if you have the same two-legged person [as against corporate person] difficult to demonstrate that CDM-C has adequately reviewed Design if it all goes wrong.
Many industrial [and other, e.g. nuclear] clients choose to be the PC for projects where there is an interface with ongoing operations.
