I wonder if you can help me, I am trying to help a freind with a problem regarding a safety matter, They are due to hold a kite festival soon, on a piece of land which has a building fallen down, this building is currently cornered off, the question is will they need to do a separate risk assessment for this or is it the land owners responsibility. and would they need to brief there exhibitors before hand.

I suppose a lot depends on the terms of contract. Is the area being rented or leased for this event.
When you say fenced off is this satisfactory from your point of view/
Owners responsibility I think.
Just my take on it.

Posted By Phil Grace Sian, I'm not sure it can be left to the owner. What sort of risk assessment would they do..? (Have they done one? Do organisers have a copy?) It would cover access by their own employees e.g. for checks, maybe access by employees of others such as utilities companies. They should consider access by children, trespassers etc - but may not have done.
Bet they won't consider what happens if a kite string/line were to become entangled..!! And if it does who will try to free it? What if a kite were to "land" within the cordoned off area? Will the organisers allow access to retrieve it? I hope not..!
Organisers need to do a risk assessment in my view.
