Posted By Paul Stacey A colleague has asked for advice, he and a number of others run a small youth club for up to 20 young people between the ages of 11 and 17. They use a Church hall one evening a week. At present there are no Directors, or funding. 2 of the adults are teachers. Shortly a small amount of local authority funding will be made available as a one off payment. My colleague would like advice on how far the group should go in terms of risk assessments, policies etc. Any thoughts or advice would be most appreciated.

There are many more useful documents out there as well, HS(g) 195 for example.

Posted By Ian P Volunteer = Employee as far as I am concerned. You will need to get your liability insurers to confirm they think the same. For the small group you describe a basic written H&S policy would be more than enough and your risk assessments should concentrate on only the significant risks involved, perhaps transport if that's involved or any specific events with a "thrill element". You should check with the church that they have risk assessments in place for the hall.

child protection vetting/disclosure
First aid - a trained first aider and appropriately equipped first aid box. Call your local branch of the Red Cross they can provide you with a speaker or advice for a small donation.
Site risk assessments i.e what is on site that can be used to harm ar what may harm i.e kitchen appliances. In addition to what Ian P, suggests check the church has a H&S file, Im thinking in case of asbestos exposure in the event there are friable materials or check the age of the building i.e if built or rerfubished during the 80's. Slip hazards, are there items that will be used by the children to climb etc. broken edges, are there suitable measures (ramps, hand rails, access spaces so that disabled children can use the facilities etc all should be identifed
Activity specific risk assessments are a must of course as above.
