From memory anything that is classified as hazardous e.g. irritant under the CHIP regulations will therefore come under the CHIP regulations.

The concentration in a mixture is relevant to the application of CHIP. I'm sure the substance you refer to is commonly used in soaps, shampoos etc?

But as already stated if it's a product containing SDS/SLS, then it will not come under CHIP if the concentration is below a threshold.
