I think your request may be too vague.
What do you want to know, and what are you transporting, and how are you transporting it?
At the moment the subject area is too big.

Hi,
Ok. I will try to make the subject clearer.In our company people and cargo materials such as boxes,mechanical spare parts...etc. are being transferred together by shuttle bus. This situation puts the people into any type of risk therefore in the committee meeting we made a decision to prepare procedure which would indicate that people and cargo must be carried separately.Beside,when the put cargo in the shuttle bus next to sitting people it is even not tied up securely.,
I hope the subject is more obvious than it was.
