The accident book is the responsibility of who ever the employer of the injured person is.
The PC is responsible for entering accidents that happen to his employees, likewise a subcontractor is responsible for his employees.
The Client would only be responsible if they directly employed any personnel they are not responsible for the site once it is handed over to the PC
