Good Consultants are more expensive because they ensure that policies match the company. It is not merely a question of a 1 page safety policy statement of intent. For small companies the cost is not that great in comparative terms.

Construction is one of the most dangerous sectors to be working in. Given that the H&S policy you want to put together is for a company, albeit a small one, working in this sector I would thoroughly recommend that you take competent advice. It'll pay of in the long run.

You could suggest to your boss that you undertake some health and safety training so that you can develop the skills and knowledge to ensure that your company has in-house advice.
