Question raised

Who is responsible for providing PPE to contractors on a construction site?

Principal Contractor – or- Sub-contractor to his employees ???

Regulation 4 of the PPE 1992
Says the Employer ???!!

The employer - you answered your own question.

Although the Principal Contractor would be able to stop anyone coming on site / trying to work without the proper PPE - this does not mean they have to provide it!

I was always trained NOT to supply PPE to non employees - if you are supplying PPE then you need to keep records, provide training - and could be liable should things go wrong.......

The responsibility I believe should lie with the employer under most circumstances.

sub-contractor, employer of record. Principal contractor ensures that workers have and use ppe.
