Contractors should be managed on safety in the same way that you manage your employees.

Normal way, for me, is a first meeting with contractor management to analyse the jobs and risk assess.

Between you you should develop a Safety system of Work.

When workers come on site the SSOW should be reviewed with them (I don't care at this stage if they verbally agree or sign a document. They now know the requirements)

Operations should be audited, with or without contractor management, to ensure that workers comply with SSOW

Workers in non-compliance should be ejected from site. (third floor window will do)

Contractors will rarely be certified on any of the Safety Management Systems and you probably cannot ask them to do that (unless it is an enormous contract such as building a new airport) so your SMS system should include a section on contractor management and this should apply.

Nowadays I find that all contractors are aware of legal obligations, say that they will comply and then go on with traditional work practices. Auditing and insisting is therefore necessary.

I fully agree with Merv.

In addition here is a link to an accreditation scheme used by many building contractos in Northren Ireland. Most large sector Clients insist that as a minimum, contractors are accredited with this scheme. (There are other schemes but this is probably the most widely used one locally)

You can abstract information from the publication and use it as the basis of assessing a contractor's H&S management system.
