Do you have any ideas how to increase involvement of workforce?

for example:
Everybody who want to show commitment will put small sign "no smoking" on hard hat.

The website you mention also has translations into various languages including Polish etc!

Making non-UK residents feel included may promote ownership. In my experience Poles etc. enjoy a good smoke even more than UK builders ;-)
