If the only fire exits from a building are the normal entrance doors do they have to open outward and be a one-action mechanism?

They do not necessarily have to open outwards although it is preferable. It very much depends on how many people will be using it. Generally if it less than 60 persons then they can open inwards. As for the action, it must be a single action/single fastening. I always try and get people to look at it as if it were a one armed person trying to open the door.
