Is anyone aware of whether there is a legal requirement to get people licensed to drive a small tractor unit on an industrial site.

There is obviously an intention to recieve instruction on its use from the supplier, along with some additional education.

Just not sure as to whether we need get them licensed, as the unit is basically operating as a tug (no lifting of any kind involved)and travel distance per operation is about 40mtrs in a straight line

If it doesn't go on a public road, then the answer is no, in my view.

However, the driver should be trained, and the vehicle maintained to MOT standard, again my opinion.

There is case law where; even though a vehicle was not intended to be used on a public road a company was prosecuted as their training etc was seen as insufficient

Additionally the workplace regs indicate that roadways etc should be marked as per the highway code via the safety signs regs so you should trat the area as if it was a highway

Whoever trains the driver should be
A: Competent to train
B: Train to a suitable recognised standard

The old 'grandfather' training systems and practices are no longer sufficient

I would contact your insurer for their opinion as it is they that would have to pay out in the event of a loss

Thanks for that, I pretty much gathered the training aspects would be as such, it is the actual issues of licensing that I cannot get anywhere with at the moment. We do have recognised training provider for mobile plant etc, but I am reluctant to just take their advice because of the vested interest aspect
