There is a misperception on this forum that people who ask for copies of materials that are copyright protected are asking for illegal copies. That is not so. If you have an original copy of the standard and want to send it by post, you are unlikely to be in breach of copyright. However, unless you have permission from the copyright owner, you probably will not be allowed to send a photocopy of the standards, or even an electronic copy.
I use the term “probably” because it depends upon the permissions given to the user of the material, and these can vary substantially. Check out the UK Intellectual Property Office website the the moderators have posted on each thread. It’s very illuminating.

having our own copyright material, which clients seem to feel free to copy and distribute to sister plants, we are a bit sensitive on this subject.
I will produce a report on the analysis of a plant's safety system, followed by recommendations, procedures, work methods and so on.
I do not want the sister plant to just take a photocopy of that report and try to put it into place. One, that loses me business and money. Two, (less important in this discussion) I may not have made the same recommendations to the sister plant.
BSI have produced 8800 and OHSAS 18000. They own them. We have a copy of the CD-ROM which cost us about £400.
Why should we, how could we, just give it away to someone for free ?
I'm perfectly happy to share MY ideas, procedures and so on with (whomsoever I decide are) deserving cases. But I cannot give away someone else's intellectual material. I do not have that right.
A photocopy of a BSI procedure is a breach of their copyright.
Now, a digested summary of 18000, or a ppt based on the standard, is something else and worth an argument.
Philip, what of you own original material would you like to send me for free that I could turn into real money ?

The boundaries of what is permitted and what is not can be a fine point at times. If one purchases a copy of copyright material the original can be re-assigned by the purchaser to another person provided that all copies of the material held by the original holder are destroyed. Loan copies are provided under separate copyright arrangements and such as libraries pay additional fees in order to provide the facility to their borrowers.
The question of unauthorised use of the sweat of our brow is also one that irks me - I have lost count of the number of times that my documents and ideas re-surfaced in places I have never been in contact with. I am happy to share ideas and information but not for others to recycle as their own work. If I make a free download then I cannot have a problem with a downloader using it within their own organisation, but not when it is then used for commercial gain. Most free downloads will exclude this latter use. It is often abused however.
The guidelines on these forums are reasonably clear, although I believe they need to be summarised into an IOSH specific guidance. It is essential we all understand the issues involved.
