I am looking into developing a number of questionnaires to gauge the competence of the Company's employees on a range of topics so that I am able to target training to those with most need. I therefore thought that before I start I would ask if anyone had done anything similar and if they have how is it working?

First question to ask is

Does the company have a formal system for managing competence, in its fullest sense.

If NO then this is where you need to start before any individuals are questioned.
