Does anyone know of an interest group which looks at the practicalities of managing H&S on construction projects in challenging overseas environments. How is H&S included in the tendering process where H&S is not part of the national culture? What are UK based companies legal responsibilities for ensuring site safety overseas?

The IOSH Guidance on Global Best Practices (downloadable from 'technical information' to the left) was compiled based on the experience of many senior construction professionals who participated in an IOSH/ASSE event to discuss the issue.
Implementing that would be a good start, for an organisation with no prior non-UK experience - whether as client or main contractor. However if you work for an organisation that is concerned only with complying to current local non-UK practices and legislation, then you'll probably have a tough job! At the same time, such an organisation isn't likely to win repeat business, not least because it won't have many competent expat employees!!
Clearly, you can't exactly mimic UK practices and legislation elsewhere, not least because HSE can't inspect or gather evidence outside UK. But most organisations would try to follow good UK practices for UK expats working overseas, the problem is often that they apply lower standards for local employees, sub-contractors, etc. - but many don't, especially those who value CSR, etc.
