Dear all,
In HK, related legal requirement only
stated " ladder for the less than 2 meters practice" anyhow, frequently accident
happened while using the ladder even the employee is following the OHS guideline.
Besides ladder, any suggestion for working less than 2 meters height with safe and
also easy access for the construction site worker??

Hi,
Have you thought about using low level mobile trestles? I presume you can still get them in HK, you certainly were able to when part of the Commonwealth although not very common.
Otherwise what about mobile scaffolds - you can build them to whatever height you want above about a metre and a half.

This accident shows that:
Either the stepladder was inappropriate for the task, could have been defective, not erected correctly or even used by a untrained person.
Work @ height tasks need to be individually assessed, sometimes a ladder will do, sometimes a stepladders will do, sometimes you need a scaffold, a MEWP or even of crane with a man basket.
Assess your tasks and implement the control measures. Remember that if your using stepladders then the last three steps should not be used.

You also need to think, not only about legal requirements but what actually works.
as H&S professionals we are in the business of attaining safe and healthy workplaces for people to work in. legal requirements, although a useful tool, don't always help you in finding practical solutions to problems associated with some working tasks..

totally agreed an OHS professional not only work for the legal requirement,
based on this reason, we have headache about ...how to balance the realistice
practice and in house guideline in using metallic working platform. In HK, we
have guideline in working less than 2 meters, such as no need to use the
platform and toeboards. anyhow, in using the tradition working platform usually
use in tempoary works, which freuquency occurs in the construction area and
plently of minor accident happened annually. Based on this reason, a Metallic
Working Platform (it can be platform, straight ladder, step ladder or offset
ladder 4 functions) is introduced for the temporary work situation. this
platform is fit for local and EN131 standard. However, +/- full body harness is
considered and also, a listed in-house rules, such as guideline in using ladder
are applied. For workers would less interested in using this new equipment based
on the in-house regulation and human native behavior--lazy/ get an easy access
to achieve the task. Based on these reason, as a OHS professional, how to
balance the practice and safety in this case??
