Hi all,

Pls I have some mind bogging questions.

How is the performance of a health and safety section/dept. of an organisation assessed.Is there any standard measurement/indices to be looked used?
e.g - accident/incident reports,notices from the HSE,etc.

Also,I am coming to a conclusion here that the main duty of safety personnel is reporting the risks/hazards and recommending further actions.(pls correct me)

I know that risks are comprised of threats and opportunities. so what are the opportunities we can also report on sites?

Lastly,should it be the duty of a H&S person to change the safety consciousness/culture/attitude of workers/organisation ?If yes,how best can this be achieved.

Hi Austin,

There are various Reactive and Proactive monitors of H&S performance which would relate to a company and I guess by default the H&S Dept:
Reactive (lagging) indicators measure failure and include:
Accident statistics, Ill health statistics, other losses e.g. property damage, near miss, hazards and faults, weakness or omissions in performance standards and systems including complaints from employees and enforcement action by the authorities

Proactive (leading) indicators aim to measure success (In terms of H&S success is invisible i,e if you are doing it right nothing happens)including:
Performance to standards or benchmarks, proactive measures of health and safety (ie: number of audits, scores of audits, behavioral observations, goals and targets achieved against those set, perception survey results)

Proactive measures are more difficult to set and measure.

Good organisations measure both proactive and reactive safety performance to ensure continuous improvement and learn from mistakes

Areas that are commonly measured by organisations with 'positive safety culture' organisations include:
Accident / incident statistics
Frequency / availability of risk assessment
Risk behavior and worker/work practices
Safety training
Safety communications
Employee health screening
Frequency of communications
Good housekeeping, safety maintenance and controls on machinery and equipment

Realised that I had not responded to the remainder of your thread.

It is difficult for the safety department alone to improve the H&S culture. The culture of the organisation is led from the top and if there is no or little commitment to health and safety within the organisation then the safety department are being set up to fail.

I refused to have a KPI against me for accident statistics in a previous role as they are not within my direct influence. However convinced my manager that she could measure my performance in other areas e.g. H&S training, number of audits completed against planned, number of completed accident investigations etc. Once I explained my objections she fully understood.

A simple set of replies:

1. Opportunities to work effectively, gathering and using information about errors and violations that hinder productivity, quality and work satisfaction as well as safety

2. improve the safety consciousness/culture/attitudes of workers/organsiation by leading managers at all levels to coach their teams to work safely and effectively, gathering and using information about errors and violations that hinder productivity, quality and work satisfaction as well as safety.

If this is beyond the scope of your educaiton and training, it can be the basis of your CPD. The publications of Aubrey Daniels, Scott Geller, Tom Krause and James Reason offer you lots of guidance on how to start.
By the time you have applied a quarter of what they write, you'll see ways of formulating key issues about these answers, relevant to your own work context.

P.S. And you'll also boost your earning potential quite a lot :-)
