Posted By Mike B On our site we have a large number of cold water storage tanks. These require inspection in accordance with L8 as part of the general monitoring requirements. The checks are for sludge, foreign bodies and other unwanted contaminants. The inspector gains access by a ladder through the loft hatch and then makes his way by torchlight to the tanks to carry out the inspection. The problem I have is that I have insisted that this should be a two man job due to the access difficulties, lone working etc. Unfortunately the consultant has not priced for two men therefore it would be a contract adjustment and an increased cost to ourselves. Imagine my surprise when I visited site this morning and found a life sized cardboard man footing the ladder. He didn’t have a lot to say for himself but he was in possession of a valid CSCS card. Great I thought. However, he doesn’t seem to be particularly interested in attending a site induction – what can I do?

Posted By Bob Shouldn't you have covered this aspect when checking the contractor's competence prior to his appointment? Seems fairly straightforward to me - you either pay a fair price for a 2 man job or supply one of your own people. Just a thought.

You may wish to point out to your employer (if you haven't done so already)that they have a duty of care towards persons who are not their employees but are carrying out works on their behalf. There was a prosecution last year (reported in SHP) when a contractor fell through a suspended ceiling. It resulted in a £15,000 fine plus costs for the host company rather than the contractor as the host company had failed to take reasonable safety precautions. Do your staff need to access the tanks for any reason?Can you improve access? How about a drop down loft ladder? Is there a boarded walkway to the tanks? Have you made the contractor aware of the potential hazards in the area he's accessing? Could a member of staff escort the contractor to all tanks when he's on site that way hazards at each area can be highlighted As a longer term solution are the tanks necessary or can they be moved to a more accessible area?

Posted By Michael Hobden I have had the same problems recently. So to overcome this I am getting sensors installed into the tanks so that the readings can be done safely from the corridor below. At £200 a time it is a lot cheaper than having to pay for two men, install loft ladders and make the walkways safer. There is the initial issues of getting the sensor installed, but that has been addressed with the contractors.
