Ok just to get you started,
I would start off with how you will define diferent types of emergencies, say minor (injuries), major(fatalities) and disaster(offsite fatlities) etc... and depending on your business this could also be sub typed to include safety, security and communication ie. Denial of Service attack to company website, influx of protestors into buildings or area...
You will then need to detail who will be responsible and put tegether a emergency management Team, named positions or specific employees and deputies who will be responsible for managing the emergency ie. overall responsability, safety, fire dept, coms, services, operations / specific departments
Any internal reporting and outside agencies, how to report, who, when, saying what...
Dealing with media, customers, the public etc. and having a responsible person able to communicate with press and giving press releases, who would have to approve these?
Where your disaster management team will be located, what information needs to be stored in this area, sites maps, MSDS's etc...
