Posted By Dave Wilson OK I really think this may run as what is the immediate risk and the lesser of two evils.
I know this may be daft but there is now good evidence and history which you can point to as part of a risk assessment not to enforce.
Bring in the smoking police (LA) and let them do the enforcement.
