May be the sensible approach would be to stop using ladders for the task!!!:-)
That said this is one of these remarkable stories that demonstrate just how difficult it is to talk sensibly to some large organisations.

Any manager (let alone safety professional) worth their salt should be able to sort out this problem in an instant.
I suspect that perhaps internal politics and media grandstanding have made a big issue out of nothing.
