I hadn't heard this, but it seems that if you climb above 3ft on a ladder then you need "ladder training"

And there is a shortage of qualified trainers.

Violations could cost you £5 000

Can anyone confirm this ?

May be the sensible approach would be to stop using ladders for the task!!!:-)

That said this is one of these remarkable stories that demonstrate just how difficult it is to talk sensibly to some large organisations.

This of course is an issue under the WAH regs.

Any manager (let alone safety professional) worth their salt should be able to sort out this problem in an instant.

I suspect that perhaps internal politics and media grandstanding have made a big issue out of nothing.
