Posted By Tim In the building I manage I have approx 60 staff between 2 fire marshalls, the staff also work shifts between 8am - 8pm, upon avacuation of the bldg is it a requirement for the fire marshalls to take a roll call or can they walk the floor and let the fire warden know the area is clear ?

Posted By Seano The 'sweep' system is becoming more popular. Its the age old problem of getting people to check themselves in and out. I would recommend that you have more fire marshals for 60 staff though.

Posted By Merv Newman I think that roll-calls have, justly, become discredited over the years. Fire marshals or sweeps have a much higher confidence level.
Their principal role is not to "call the role" but to ensure that there is no-one left in the building. Or if there is someone unable to evacuate to ensure that the emergency response teams know the location of that person.
One very, very serious point : I would not ask a sweep to stay with/try to evacuate a person trapped in a burning building.
A personal decision yes. But not an absolute duty.

In relation to Roll call or not, we currently do not. On evacuation persons that you are working with should be at the evacuation point. If they are not then we advise the Emergency Response Team Leader that there might be someone from our group missing. Person is called using megaphone. If they still don't turn up then and only then are the sweep team sent in.
Sweep teams should not be used as a general. Only for missing persons. Remember that you are asking people to stay in a building that might be on fire and check that it is clear.
I work for a large multi national in Ireland. 5000+ employees. We could use a lot of sweep teams checking people are out of the building.

having worked with marshalls in a actual fire situation, what i found was that they failed to sweep the building and in questioned afterwards said there primarily objective was to get out the building safely. in reading sector specific guidelines of the fire order it does call for being able to account for all people. personally it seems to me sweeping is a very lax way of being able to account for all personnell and may be found so in the circumstance that death arises. how do you sweep the area that is on fire and know who is in that area?

Posted By Ken Taylor It's usually better for the marshals to check their areas on their way out. Sending persons into buildings on fire to find missing persons is not advised!
Few workplaces seem to keep an accurate record of all persons present - despite entry control systems so, unfortunately, roll-calls, are not usually enough.
Basically, Management need to do the best that they safely can to account for occupants (and assist disabled persons requiring assistance), give their findings to the attending fire and rescue service and then leave it to them to do their work.

Posted By Jim Masson We do a roll-call, for the factory this is based on the shop-floor's clock cards plus the visitors book.
Offices use the receptionists log of who is in or out of the building plus visitors book.
So far it seems to work, thankfully only tested under 'drill' conditions!
