Posted By Alison Gillings If possible, help required or a pointer in the right direction would be greatly appreciated in regards to enabling a Company Director without named responsibility for H&S within our Company to carry out a non biased safety audit to enable them to produce an annual H&S report. Any information would be greatly appreciated.

Posted By Descarte Unless he has already had the traiing send him on a approved safety auditors course, then he will know what he should be looking for without being prompted or pushed in any particular direction. Presuming he has some relevant safety knowledge etc shouldnt be a problem.
There are also probably lots of generic checklists which he could base his audit on around the net whiich would guide him in a none biased way.

As a company director they will have responsibility for health and safety, whether named or not.
I would recommend that you have an independent view from a third party. It will be much more beneficial as you can tap in to much more experience and wider understanding of good practice. By all means involve the director in it but I would not recommend that they lead the audit.

Posted By Merv Newman without getting in to fine detail, there are, for me, two basic levels of auditing.
If auditing a Safety Management System (1) then an in-depth study of OHSAS 18001/2 could allow a judgement as to whether or not the system is in place (but won't tell you if it is doing any good)
With that last caveat, a decent report for the board could be prepared.
However, what is actually happening in real life ? (2) This is where TRAINING and PRACTICE are absolutely needed. (a qualification/diploma is not a necessary requirement)
I do a lot of Management Audit Training (MAT) The first session practical is on how to Look, Learn and Listen. The basics of auditing, but with little "legal" input. Just a simple checklist with PPE and "line of path"
From then on I expect them to do a monthly audit, with a new subject added each month (LOLER, WAH, COSHH etc) gradually building up their knowledge base.
H&S ensure the monthly communication/information on the upcoming subject.
Managers usually take pleasure in learning something new. BUT ONLY IN SMALL DOSES
