My client, a housing developer, has been asked by one his house purchasers for the house plans as part of the information that should be provided as required by the CDM Regs.

My views are that the information that I provide in the safety file is for the Client only and that the CDM Regs do not require this information to be passed on to a domestic client. Has anybody got any views on this as it's the first time that I've been asked this question so any help will be grateful

I hold the view that "the client" in the first instance is the developer (assuming speculative building). They do have a duty to pass on the relevant bits of the H&S File to the person to whom they sell the property . (Whether they are a domestic purchaser; buy to let landlord; housing association or other)

The only relaxation I can see is that the domestic purchaser would not have a duty to keep the information updated whereas a "commercial" purchaser would.
