This one goes out to all you APs' out there,As an AP my self, I am being asked to produce a berthing study of were we propose to site a mobile crane for the lifting of steel onto a stadium roof.
I have asked for maximum loads of the tarmac and the layout of underground services, apparently, there is a large amount. I was also told there is a large effluent tank in the area it would be obvious to site the crane.
They are unable to give the info required as it would require a massive search. They have said that when they have recieved the proposed berthing study they will dig out the info then.
Either way the information is needed, but in my opinion I should have this information so I can put into place the correct crane in the correct position.
Also I personally feel that if I am working to the princple contractor calculations etc I would be covered in the event of an accident. Your Advice and thoughts would be much appreciateed.

This information is critical to your lifting plan. Under the CDM regs I would expect you are legally entitled to this information as part of the HSP. There are many companies that can do a utility and underground survey quickly and cost effectively. It may help if you can indicate the likely position(s) of your rigging area for the crane to help reduce the scope of the investigation but you can only select your rigger positions and mat size with known ground conditions.

Google or myspace "overturning crane" and show some of the all too many instances of cranes toppling and people getting killed due to poor planning. That might help.

Compile a berthing plan, and indicate the outrigger loadings in relation to the lift. Then ask the principal contractor to provide you with evidence that the ground conditions are suitable for the rigger pad loadings. Sit back and wait for the information, if it's not forthcoming, then no lifting gets carried out until it you have the relevant info.

Don't forget to include identifying underground utilities as a significant hazard in your risk assessment with the production of underground plans as a control measure.

As already stated give the customer the info they require Crane Site and Rigger Loadings.

If they come back that everything is OK get them to show you their findings and on your Method Statement ensure there is a place for them to sign to say they have confirmed the correct ground conditions.

If they are being the normal principle contractor get them to look at LOLER Regulation 8 and BS7121 parts 1 & 3. These will show them everyone's responsibility before a lift takes place.
