Is this apracticable request if solvent usage rate is 1ltr per hour?

1 litre per hour is 1000 ml per hour is 16ml per min is drip fed. We are not talking large quantities here.
That said do your DSEAR assessment, and assess the controls (VICE ventilation, ignition, containment). It is quite possible your risk assessment may determine the risk does not justify in a separate, fire-resistant, well-ventilated room.
