I am carrying out COSHH assessments at the moment and am having difficulty in finding what New IOEVL, Sk 72,80,88,96 (info from safety data sheet) are referring to.

Is it something to do with the lowest-observed adverse effect levels for skin sensitisation, what are the numbers referring to as risk phases from CHIP only go up to R68 in EH40?

My brain is starting to hurt!!!

You have a slight mis-print there, it is stating the 'indicative occupational exposure limit values' (IOELV's)they used to be referred to as 'ILV's, 'indicative limit values' and it is a European standard to protect the health of those in the EU.

I understand that the EU arrangements were similar in principal to current UK WEL's.

There are further changes from Oct 1st 2007.

Can't help you with the numbering, sorry.

Without more contextual information, I can't be sure, but could they be HSE methods for the determination of hazardous substances? See http://www.hse.gov.uk/pubns/mdhs/index.htm.

Paul is correct. 72, 80, 88, 96 are the four generic MDHS test methods for VOCs.
