I have been looking to find some info regarding a prosecution as stated above. It involved a small electric truck. The gate wasn't secured and a gust of wind blew the gate which hit the truck. Any ideas?

Morning toecap,

Not sure about an incident at Manchester, but there was a very similar accident that occured at Salford University. Information can be found on the HSEs prosecution database:
