Could any one inform me of any written requirement, for the site manager or supervisor to be on site at all times during the working period. CDM says PC must monitor all work.
Would appreciate any references

You will probably find it in the terms of engagement or contract.... Its not a legislative obligation, but is often contractual.

Steve is correct
The more risk present the tighter the controls need to be. However that does not mean that the site manager etc needs to be on site all the time - contract terms and conditions permitting -

It may also depend upon risk assessments, stating' supervision at all times' suchb as young persons perhaps. Maybe, just maybe the site manager is away and locks the site cabins and this could mean the workforce do not have access to welfare facilities and fist aid kit.

Sorry - my first answer may have been premature.
For 'normal' construction sites there is no legal obligation for the supervisor to be on iste at all times.
However, if you are operating on the public highways - a site where the new roads and street works act applies, then there IS an obligation to have a suitably qualified supervisor on site when the site is operational.
See reg 67.2... "It is the duty of an undertaker executing street works involving—
(a) breaking up or opening the street, or any sewer, drain or tunnel under it, or
(b) tunnelling or boring under the street,
to secure that, except in such cases as may be prescribed, there is on site at all times when any such works are in progress at least one person having a prescribed qualification as a trained operative."
Sorry if my first answer was too quick off the mark. A couple of wee drams last night freed my mind for the wider picture!
