Is there a requirement within COSHH or/and other UK/European regulations for a medical assessment to determine whether an employee is fit to wear an RPE, either with or without risk based decision which requires him to wear it as a risk reduction measures?
Any response, related documents, links to this will be appreciated highly.

I am not sure about a prescriptive legal requirement but it might be 'best practice'. In our confined Space procedure it is a requirement for those who wear RPE to be medically fit to wear RPE and assessed as such by an OHP.

HSG 53, paragraph 51 briefly mentions Medical fitness and refers to specific requirements laid down in COSHH, CAW, CLAW and IRR.
Also mentions relevant medical conditions on page 20.
