You should find your answer in Approved Doc M of the Bldg Regs. From memory I seem to remember a person having to use no more than 20 Newtons of force to open a door. But you will have to check.

Is this a fire door?

Had an issue a while ago where it was alleged a door shut two quickly - a quick Google search should give you the "classes" of door closer specified for different sizes and weights of fire door (this was before the changes in fire reg's i hasten to add).

Having produced technical files / assessments on automatic gates / doors, there are some specific standards on forces depending on application.

If you e-mail direct I may be able to point you in the right direct.

ADM states 20N but BS8300 is appropriate overruling ADM by stating the opening force when measured at the leading edge should not be more than 3oN from 0o in the closed position to 30o open and not more than 22.5N from 30o to 60o of the opening cycle.

BSEN 1154 states a minimum closing force N of 18 for closers on fire doors.
