i am about to drill through some bitumen tiles, non licensed Method in place together with RA's. Very simple operation.
Is there a public liability insurance issue, is there a legal requirement etc

Doubt it Tony best speak to your insurers, the risk of fiber release is practically zero if you follow HSE task cards

Tony - You also need to hold the Category 2 training certificate for non-licensed works.
